How a Healthy Hentai Administers Public Service! is a slice-of-life comedy story, taking place in a country that cares greatly for the sexual satisfaction of its citizens. Here, it's believed that aside from nutrition and sleep, sex is one of the fundamental needs of all human beings. To make sure that nobody becomes frustrated from a lack of satisfaction, a special Office of Sexual Affairs has been established.

Jin Sintani is a newly appointed sex officer, joining the unit of Vaginville with his friend, Hioyri Honma. The two will work alongside the busty Taki Kitagawa, the foreign Chabrier twins, and the tanned special intelligence agent, Rinko Takasugo. Throughout the story, Jin and his partners will engage with various citizens in need, providing them with sexual relief to the best of their abilities.

The visual novel is a successor to CLOCKUP's prior work, How to Live a Healthy Hentai Lifestyle!, taking place in the same universe. Butcha-U, the artist of the previous visual novel, returns to provide dozens of new illustrations for the new installment. Unlike the original story, How a Healthy Hentai Administers Public Service! also includes a few trap/yaoi and male-on-futa scenarios among its multitude of straight scenes.

Hiyori Honma

A newbie sex officer who joined Vaginville’s Office of Sexual Affairs at the same time as Jin. A regular pervert, she’s both cheerful and serious, and is completely up front about her sexual appetites. Her grades were poor at sex school, and she was on the verge of dropping out, so it’s a miracle she passed the employment exam at all. Her favorite sexual activities include being a cum dumpster and being used in general (though she is bad at sex, she enjoys it a lot).

Taki Kitagawa

The officer in charge of sexual patrols, and Jin’s immediate supervisor. She’s a kind and patient mentor to both Jin and Hiyori, and an excellent example of a skilled sex officer. Though her career has currently stagnanted, her sexual abilities and the finesse with which she carries them out means she has some of the highest ratings in the entire office. Her areas of expertise are prostitutional services and sex slavery.

Mireille Chika Chabrier

A trainee sex officer from abroad, she’s a pervert who’s happy to take on any partner, regardless of gender. She adores her near-identical twin Camille, and the two partake in sexual activity together on a daily basis. In terms of sex, she likes dominating and humiliating her partners.

Camille Maezono Chabrier

A trainee sex officer from abroad. A femboy, he is identical to his twin sister Mireille; only their genitalia set them apart. A pervert who loves and is happy to be loved by anyone, regardless of gender. He adores his near-identical twin Mireille, and the two partake in sexual activity together on a daily basis. He likes to treat his partners with affection and to keep them happy.

Rinko Takasago

A member of PUSSI (Peculiar, Unusual, and Specialized Sexual Intelligence), a team which deals with highly specific fetishes. Unless she is training or on a special assignment, she works alongside the community division as a regular sex officer. Due to her appearance and physique, she usually undertakes services which require her to top, but she is actually a masochist. She has a voyeurism kink.
