The Earnest Committee Chair Has a Masturbation Diary… is a short nukige about looking through the masturbation diary of a female student. The game's heroine accidentally brought it with her to school, shoving it into her bag together with other notebooks. Having realized her mistake, she decided to hide it away before someone found it in her bag. Unfortunately for the heroine, though, the player discovers the diary during her absence.

The entire game is spent looking through the diary's various entries. Each entry features a score and a brief description, in which the heroine recounts what she’d done and how it felt, as well as an animated masturbation scene. The scenes feature multiple steps in which the heroine increases the intensity of her movements until she reaches climax. A multitude of filters can be activated to give each diary entry a unique feel, including lights on or off, looking through a peephole, streaming, or recording with either a camera or a smartphone. X-ray vision is also available in penetration scenes. Each scene comes in two variants, either showcasing the heroine naked or with her school uniform.
